There are five main factions in the Friends/High Council war, each with its own goals and motivations. They are: The Friends On The Other Side, the High Council, The Faerie Courts, The Unaffiliates, and the Untouched.

The Friends On The Other Side
In short, the Friends on the Other Side (aka the Friends or FOTOS) are made up of the villains of the Disneyverse, lead by Chernabog and an Inner Circle of truly bad baddies. They use deals to lure in Clients, offering them power in exchange for the Clients' services or the promise of souls. These Clients are the mid-level villains of the Disneyverse for the most part, though those who pay off their debts can become formidable indeed.
The High Council
The Council is made up of those who actively oppose the FOTOS, lead by Zeus and the other Big Goods of the Disneyverse.
The Unaffiliates
This is a group of various people in the different Worlds who are aware of the War, but choose to remain uninvolved or are not used by either side. Their reasons vary, but they all have an idea of what's going on. Many fall into the antivillain or antihero category.
The Untouched
The vast majority of the population of all the Worlds are the Untouched. They have no idea of the war that rages over their heads, though some may become good fodder for recruitment by either the FOTOS or the Council.
The Faerie Courts
There are two Faerie Courts, Seelie and Unseelie, that are home to the Greater Fae. The Seelie Court is ruled by Oberon and his Queen Titania, the Unseelie Court by Nicnivin.
The Courts remain aloof from the War, unconcerned about the battles between 'Good' and 'Evil'. Their interests are more directed towards maintaining a balance in nature and with affairs between their own Courts.
Some Faeries may choose to leave the Courts and ally themselves with either the FOTOS or the Council. These Faeries are cut off from the Courts.

It is a given in the Disney universe that magic exists, and that magic is good, inherently - a la the Blue Fairy, the Wishing Star, the three Fairy Godmothers of Sleeping Beauty, etc. What the villains use in Disney films, then, is not the natural magic that makes sure that good is rewarded, but something far more sinister - that which Maleficient herself claims when she bellows, "And now you shall deal with ME, O Prince, and all the powers of HELL!!"

Their main goal is to collect souls to make like themselves, while their secondary goal is just to bring about destruction and pain.

They freely travel between worlds where they're needed, and give missions to the Lieutenants, agents, and trainees in the ranks.
